Services are available to South Hampton Roads residents with an income of $40,000/year or less. We are a limited-service clinic and can only offer low-cost spay/neuter surgeries, vaccinations, tests and flea/heartworm preventatives.
S.N.A.P. Program
The Norfolk SPCA offers a free Spay/Neuter Assistance Program (SNAP) to residents of Norfolk currently on public assistance. Norfolk residents qualifying for this program will receive a free spay/neuter surgery and Rabies vaccination for up to 3 pets. Qualifying programs include WIC, FAMIS, SSI, Section 8 Housing, and Food Stamps.
Public Vaccination Clinic
The Norfolk SPCA offers a low-cost vaccination clinic to the community. No appointments are necessary. However, clients are served on a first come first served basis.

The Heritage Humane Society provides low cost spay/neuter assistance for qualifying families, offering
two ways in which qualifying families can receive assistance.
The first refers pet owners to one of our local veterinarian clinics that participates with our program.
The second uses the services of the mobile spay & neuter clinic that comes to the shelter on the 2nd Wednesday of each month.

Military Resources
The military veterinary clinics
offer vaccinations as well as other limited services such as sick-call, diagnosis, skin scrapings and health certificates.
Services are authorized for pets owned by active duty personnel, retirees, and family members who are entitled medical benefits. A current military ID card is required.
